Money Saving Deal

Why do car salesmen always have to say “Let me ask my manager and see if he can offer you this deal.”

Arctic asked:

Does this mean that if you know how to bargain or negotiate with them, you will save some money…otherwises, you’re doomed?

Are they acting while they’re doing so?
